Improve Multi-batch support for Holding Tanks

We are not able to multibatch any of our wet plants because of the water holding tanks. Sometimes with slurry mixes or high cement content grout mixes it exceeds the capacity of the cement scale causing the system to multibatch. The 2nd half will not complete.
